HEC Embraces Digital Future for Higher Education in Pakistan

Pakistan's Higher Education Commission (HEC) has started a significant digital transformation project. The goal of this project is to replace outdated, paper-based systems with contemporary, digital ones.

Daily procedures like registering for classes and obtaining academic records have long been delayed and onerous for students, instructors, and university employees. Everyone's time at university has been more difficult due to these antiquated procedures.

HEC is making significant progress toward assisting universities in operating more quickly and effectively with this new effort. Enhancing student services, providing teachers with digital resources, and enhancing university administration are the objectives.

The World Bank-funded Higher Education Development Project (HEDP) in Pakistan, which is overseen by HEC, was started in 2019 and has significantly changed the country's higher education system.

In Pakistan, there is currently little discussion of the idea of National Education and Research Networks (NRENs). Pakistan's NREN, known as the Pakistan Education and Research Network, or PERN, is the foundation of higher education networks across the globe.

High-speed internet and several other beneficial services are now available to more than 300 universities and other higher education institutions thanks to PERN under HEC.

This has made it possible for distant campuses to access national and international educational resources, thereby assisting in closing the digital divide that has historically disadvantaged students in underprivileged communities.

Maktab is an in-house enterprise resource planning (ERP) system built on SAP architecture that is at the core of HEC's major IT projects.

Universities are able to combine essential functions such as student enrollment, fee administration, finance, human resources, and exams into a single digital platform thanks to this system.

With Maktab, students may now enroll in PERN-enabled universities with the knowledge that their admission and degree completion will be handled digitally, reducing operating and administrative expenses.

Additionally, HEC has built two cutting-edge datacenters, Astrolabes, in Karachi and Lahore to support the digital infrastructure.

In order to deploy contemporary academic applications and better manage institutional data, these datacenters give universities access to secure cloud storage, data management, and processing capabilities.

Public universities in Pakistan can enable their students to learn, research, and innovate without being constrained by computing power or data consumption limitations by implementing the strategic IT initiatives of HEC on their campuses, much like the world's best institutions.

The World Bank upgraded the initiative's performance rating after an independent performance evaluation revealed that the project had achieved almost 95% of its predetermined goals by the end of 2024.

The quantifiable advancements accomplished in accordance with the program's well-defined objectives are highlighted by this accolade.

In Pakistan, the digital transformation of higher education still faces certain obstacles. While some universities are reluctant to adapt, others experience technical issues, particularly in places with inadequate internet.

A culture that embraces change, wise investments, and ongoing support from HEC will be crucial going ahead. If this endeavor is successful, it may contribute to the development of a more cohesive, effective, and student-centered university system throughout the nation.
