NA body recommends all foreign boards under education ministry, IBCC

A legislative panel has mandated that the Federal Ministry of Education and the Inter-Board Coordination Commission (IBCC) be in charge of overseeing all international examination boards that conduct business in Pakistan.

The instruction was announced at the IBCC headquarters during a meeting of the National Assembly's Standing Committee on Federal Education subcommittee.

The recent Cambridge O and A Level exam paper leak was the main topic of discussion during the session, which was chaired by MNA Sabheen Ghoury.

Members of the committee expressed grave concerns about the violation, which involved Cambridge Assessment International Education (CIE) question papers.

Informing the committee that three papers had been partially leaked was a CIE representative.

In order to make up for the loss, students will either get grades in accordance with Cambridge's special consideration policy or be given the opportunity to repeat the exams in November 2025 at no additional cost.

The committee also suggested that any future paper leaks should be looked into independently by a third party.

Additionally, the tax status of international exam boards was discussed. "CIE exams in Pakistan are administered under a broader government-to-government framework," the British Council explained.

The IBCC's Executive Director, Dr. Ghulam Ali Mallah, announced that all worldwide boards will soon gather to create a single operational framework and set of policies.

He underlined that promoting national and international collaboration and standardizing academic assessment are two aspects of the IBCC's mandate.

"The relevant boards have already received invitations to the upcoming meeting," he affirmed.

In the meantime, Cambridge University provided an update on the leak on June 30.

The revelation verified that the three hacked exams were Computer Science Paper 22 and Cambridge International AS & A Level Mathematics exams 12 and 42.

In the November 2025 exam series, students who took these papers can choose to retake them for free, even though the results will be released as planned.

Cambridge said that after the results are out in June 2025, schools will receive more information on how to register for retakes. The British Council will provide guidance on retake registration procedures to private candidates.
