The Higher Education Commission (HEC), Pakistan, is seeking sealed bids from qualified consultancy firms for the appointment of a Firm/Consultant for Post-shipment Inspection of Laptop Computers under the Prime Minister’s Youth Laptop Scheme Phase-IV. The selected firm will be responsible for inspecting 100,000 laptop computers to ensure they meet the required specifications before final delivery. Only firms registered in Pakistan and with FBR for tax purposes are eligible. This procurement will follow the Least Cost Selection (LCS) method under PPRA Consultancy Regulations 2010.

Job Description:

• Conduct post-shipment inspection of 100,000 laptop computers.
• Ensure laptops comply with predefined specifications and quality standards.
• Provide inspection services within the prescribed time limit after contract finalization.

Responsibilities:

• Mobilize financial, technical, and human resources for effective and timely inspections.
• Collaborate with HEC representatives during the inspection process.
• Submit detailed inspection reports in accordance with the RFP requirements.

Requirements:

• Must be a registered consultancy firm in Pakistan.
• Must be registered with FBR for tax purposes.
• Proven track record in similar consultancy or inspection services.
• Ability to comply with the technical and procedural terms mentioned in the RFP.
• Submit a Bid Security of PKR 120,000 in the form of a Pay Order/Demand Draft.
