Azerbaijan offers fully funded scholarships for Pakistani Students 2025

The Heydar Aliyev International Education Grant Program, offers fully funded scholarships to students from all over the world, including Pakistan, has officially opened for the 2025–2026 academic year.
The initiative aims to improve global human capital and promote intellectual and cultural exchanges with Azerbaijan. The Ministry of Foreign Affairs and the Ministry of Science and Education share administration of it.
The Heydar Aliyev Scholarship is available to students who want to study in more than one subject and at different academic levels.
The Heydar Aliyev Scholarship program includes:
- MBBS/BDS programs and bachelor's degrees (4-6 years)
- Medical residency programs and master's degrees (1.5–5 years)
- 3-year PhD programs
- Foundational and preparatory language classes (6 months to 1 year)
- For the following five years, 100 international students will be selected annually to take part in the program.
The scholarship offers a substantial stipend package that consists of
- Complete payment of tuition fees, including preparatory classes.
- International airfare to and from Baku, round-trip
- A living expense payment of 800 AZN (about USD 470) every month (for 10 months annually)
- A medical insurance policy for 200 AZN each year
- Support for residence permits and visa issuance during the course of studies
Eligibility criteria
Applications for the program are accepted from:
- Organization of Islamic Cooperation (OIC) member states
- The Non-Aligned Movement's (NAM) member states
- SIDS, or small island developing states
- Nations with historical, cultural, or ethnic connections to Azerbaijan
Additionally, candidates must fulfill certain age requirements:
- General medicine/undergraduate: younger than 35
- Medical residency or master's degree: under 40
- PhD: Less than 45 years old
- Candidates must also show that they are proficient in the language of teaching, which may be English, Russian, Turkish, or Azerbaijani, and that they have performed well academically, with a minimum GPA of 70%.
Timeline and Application Process
There are two main steps in the application process:
Initial Phase: National Nomination
Applicants must deliver the necessary paperwork to the appropriate national authorities, such as ministries or embassies, between March 15 and May 15, 2025.
Second Stage—Centralized Registration
From June 1 to June 15, 2025, nominated applicants will register at the Study in Azerbaijan Centralized Admission Service (SIACAS) at portal.edu.az.
- Final enrollment and selection
- June 16–15, 2025: Examining and assessing applications that have been filed.
- The chosen candidates will be notified between July 16 and July 31, 2025.
- The formal start of the academic year is September 15, 2025.
- The final arrival date in Azerbaijan is September 30, 2025.
