The Government of Pakistan, through the Benazir Income Support Programme (BISP), invites Expressions of Interest (EOI) from qualified and experienced individuals for consultancy services under the "CI Wing" of BISP. This initiative is funded through a loan from the Asian Development Bank (ADB) under the Social Protection Development Project (SPDP – Additional Financing). The positions are open to individuals authorized to work in Pakistan, and the goal is to strengthen regional outreach through the hiring of Regional Outreach Coordinators in Balochistan and AJK (Federal Area).

Job Title: Regional Outreach Coordinator (Balochistan)

Job Description:
Support the BISP’s communications and outreach initiatives in Balochistan, including media engagement, digital strategies, team coordination, and stakeholder communication aligned with social protection goals.

Responsibilities:

• Lead regional outreach efforts across Balochistan.
• Plan and execute communication strategies tailored to local contexts.
• Engage with media, manage crisis communication, and facilitate community engagement.
• Coordinate with BISP headquarters and local authorities.
• Supervise and motivate regional outreach teams.

Requirements:

• Bachelor’s or Master’s in Mass Communication, Journalism, Public Relations, Communications, or a related field.
• PhD from a foreign university in Mass Communication is preferred.
• 10+ years’ experience in a senior media management role in a government agency, international organization, or NGO.
• Expertise in media relations, crisis communication, and communication planning.
• Proficiency in strategic communication with demonstrated leadership skills.
• Strong writing and verbal skills in English and Urdu.
• Familiarity with digital media, social media management, and online engagement strategies.
• Understanding of poverty alleviation and social protection is a plus.

Job Title: Regional Outreach Coordinator (Federal Area - AJK)

Job Description:
Manage outreach activities in AJK, develop localized media and communication strategies, and engage target audiences effectively in support of BISP’s mission.

Responsibilities:

• Implement communication and outreach campaigns in AJK.
• Develop engaging content tailored to local languages and audiences.
• Manage digital engagement platforms and public interaction tools.
• Foster relationships with media, civil society, and local government.
• Report on outreach impact and feedback to central BISP office.

Requirements:

• Same educational and experience criteria as the Balochistan role.
• Demonstrated ability to craft compelling messages for different audience types.
• Strong team leadership and strategic thinking skills.
• Digital media fluency and experience with social issues communication.
